Modern movie promotion often sees lead actors hitting the talk show circuit, urging audiences to temper expectations. Priyanka Chopra, drawing from her Bollywood days of advising viewers to “leave their brains at the door,” seems to have brought this tactic to Hollywood. She’s been pitching her latest action flick, Heads of State, as a light, undemanding Friday night watch. Yet, even with such modest promises, the film falls short.

Directed by Ilya Naishuller, known for Hardcore Henry and Nobody, Heads of State is quintessential Prime Video fare—slipping past your senses without leaving a mark. Like Naishuller’s earlier works—Hardcore Henry with its first-person gimmick and Nobody thrusting an everyman into a John Wick-esque saga—this film shines brighter as an idea than in reality. John Cena stars as a former movie star turned U.S. President, Idris Elba as a strait-laced British Prime Minister, and Chopra as an MI6 agent who feels like a transplant from her Citadel role.

Penned by the team behind the original concept for the ill-fated, high-budget Citadel—later revamped by the Russo brothers—Heads of State bears the scars of its troubled roots. The new Prime Video chief’s first move was to axe that franchise, which had already birthed two spin-offs. Here, Chopra reprises her Citadel archetype as a tough-as-nails agent, entering the fray past the film’s midpoint to guide the crash-landed world leaders to safety after their plane goes down in Belarus. For reasons the film never fully justifies, the PM insists on keeping their survival under wraps, a plot contrivance that seems designed solely to keep the story chugging along.

The mismatched duo—a flamboyant ex-actor POTUS and a buttoned-up career politician PM—bicker their way through the Baltic wilderness, aiming for Italy, where NATO is set to meet. Cena leans into his comedic strengths, while Elba plays the straight man with unexpected gravitas. Had either actor mailed it in, Heads of State would’ve been outright insufferable. As it stands, it’s a forgettable diversion that fails to capitalize on its intriguing premise.
